Every person has the right to a healthy and ecologically balanced environment. Therefore, he/she is entitled to denounce acts that infringe this right and to claim the reparation of the damage caused. The State shall guarantee, defend and preserve this right. The law will determine the corresponding responsibilities and sanctions.
In our understanding, the rule of law in environmental matters seeks to achieve the higher goal of conservation and rational, sustainable, equitable and supportive use of environmental goods and services, through the consolidation of environmental public order.
